Can someone reset the clock?

The current time setting seems to conform to Newfoundland. Maybe it can be set for Mountain Time or Pacific Time?

Seems correct to me. Are you routed through a server somewhere else, or using a VPN that is routed somewhere else?

I am using my phone for broadband access. The time and date are OK.

We are now beyond my skill set, but my post shows up at the "correct" time, so I don't think this is a forum issue but I could certainly be wrong.

Settings & Options
Edit Options

Scroll down to Date and Time Options to set time zone and DST correction.

Looks fine to me. Check your time zone preferences in your profile settings. Think I had a similar problem a year or two ago.
