I've got a never used Aluminess Spare Tire Plate Assembly available. Its circa 2018 for mounting on a rear bumper swing arm - here's a link to the original product page that shows how it was mounted and here's a link to the instructions that include how to mount that subassembly. It spent a few years mounted on the swing arm on a vehicle but I never used it to carry a spare tire. Its in excellent condition, other than the one rusty bolt (not the fixed one) that holds down the wheel.
