Loading pic to avatar?

How do you do this? I keep trying, but it say I need to be between 0 and 21. No matter what I put in as a size, it gives me the same message. What am I doing wrong?

if you have a flickr account, you have the option of thumbnail size. If you want you can email me the image and I can resize it for you.

That is 0 and 21kb or file size. A 100x100 image with only blue has a smaller file size than a 100x100 image with multiple colors... it gets more complex after that, but essentially it is the 3rd dimension of size, the actual file size.
