Penthouse Roof Restoration

Hi All, My penthouse roof needs restoration and I'd like to confirm what's going on and what route to take. A few pictures are attached. It looks like the clear coat has been mostly removed (previous owner helped it along by peeling a lot away). Going forward, what's recommended? Peel away the rest of the shiny, cracked coats, then sand and recoat? I'm considering using Raptor liner and going with the same color gray or white. Also, from reading the other threads it seems it's ok to cover the bolt heads on the roof when recoating. Does that create any problems if maintenance is required on the interior of the PH roof later? Thanks.

I'd read all the threads - lots of "right on" info and ideas. I'd undo the roof bolts, personally, and washers, and plug the holes of course, and consider getting the stainless steel bolts, washers, new butyl tape, etc. Because I'm changing out to a CCV top - I've got the st/st roof bolts and could pass them along for the $ 145 I paid - plus shipping - if interested ? Thanks for the note. I'm rereading all the threads now and watching some videos on applying the raptor liner.
