I have drilled out the end of cracks as well but...

I have drilled out the end of cracks as well but I have also had the crack propagate right through as well. I have a 1987 Klein mountain bike frame where the seat tube has an extension above the top...

What type of welder are you using? I would think my 120v Vulcan 140 from HF would be able to do the job. HF also have a great little stick welder that would probably work as well.
