Whoa. 29V is very low. I would be surprised if that didn't damage the injectors. I'd recommend monitoring injector duty cycle under high load, and also cylinder contribution (aka cylinder balance).

It could also be a failing alternator, or a bad battery. Or bad battery connection. Or a main harness fault. Or bad ground. Or as you suspect, a bad FICM. I'm not sure I'd replace it without further...
