BTW a 2nd vapor canister is required to meet emissions when a larger tank is installed (like the TF 46 gallon) so if you have the larger tank, that is why there are two canisters. They can be...

Test your fuel pressure. If fuel pressure is low, injector volume will be low and hence the lean burn.
