Defective propane gauge?

My propane tank was filled in either Browning, MT or across border in Canada. When I turned the valve on that evening I noticed the gauge showed it had been filled to above the 75% shut off. Does this mean my gauge is defective and should be replaced or was the dealers equipment defective?

That maybe normal. I can't fill mine completely either. The OPD requirements have to leave some room for expansion.
