He was not able to make his original installation...

He was not able to make his original installation appointment. And all they would owe is the install fee. No credit card company would refund a deposit because no-showing to an appointment.

Yup. This might be an appropriate use of day labor at Home Depot. You can probably use a roadside assistance tow to bring you bumpers on a flatbed. Just call a tow provider direct.
