It's a normal bolt but not sure what the washers...

It's a normal bolt but not sure what the washers and caps are called... someone hopefully will chime in and let us both know.

If that's on an SMB top there will be a...

If that's on an SMB top there will be a corresponding cap covering the head of the bolt on the ceiling inside. You'll need to figure out how to hold one while loosening the other.
