imho, perfect toe is zero. that camber is perfect for a van and most daily driven cars. caster i cant comment on.
is that measurement total toe on the front? let's say it is and it is toe in as mentioned. that means each front wheel is pointed at each other a 1/32", or if not total toe, one tire pointed forward and one constantly trying to turn in (or out). if both sides are showing wear, it's likely both. i know it sounds minimal, but every time you drive, your tires are trying to turn into each other ever so slightly the entire time you drive. thus "scruffing" off the outer edge.
an aggressive alignment on our race car is 1/4" total toe out in front which initiates turn in, and 1/8" toe in for the rear which helps the rear of the car follow what the front of the car is doing. you dont need anything like that with the van.
if it were me, id try to get that toe dialed to zero and if not possible, find out why.
