Sorry...late to the party!
For the hitch-mount rear locking box, look at the StowAway Max (16cf?). I had one a few years ago and liked it, but note it wasn't totally waterproof -- in a frog strangler, there was leakage into the box.
I carry mtn and road bikes on a front hitch carrier. I use a flat (hoop) carrier from Performance Bikes; the carrier is locked to the hitch, and the bikes are locked with cables through the hitch as well. In "iffy" parking situations, I move the bikes into the living area of the van; I can't move around, but they're safe!
