Is the white thing actually plugged into a power outlet, or is it part of the cover?

Maybe its a cap but not a child safety cap. Something that can be pulled off easily.

Does it spin or turn?

I was gonna say it is a electronic rodent repelling device. Those usually put out a sonic signal but I don't see any holes in it.
