First thing I would suggest is to get a Scangauge. It can help you understand when the fuel is used, and help you possibly change your driving habits to reduce fuel use. It has helped me by ~ 1mpg.
Next, get rid of that stuff on top of you van. Wind drag kills mileage.
And, has your speedo been calibrated since the 20" wheels/tires? If not, you may be driving further and faster than you think. That would make you underestimate you fuel mileage.
And, probably the best thing you can do in a 4x4 van to improve mileage is to slow down. My mileage drops dramatically above 60 mph.
I'm thinking your handle refers to MC racing, not van racing.
