I have a 92 Dodge B350 smb. I can rotate the passenger seat but can't figure out how to rotate drivers seat. The seat belt roller is in the way. Connected to the rail end so it only rotates.
Try moving the seat to various positions forward and aft and then spin it. Those bases are notoriously finicky for the “zone” they’ll allow the full 180° turn to occur in. Also tilting the seat forward is a must in mine.
Wait for a hot, humid day in a mosquito cloud before attempting.

Thanks. My problem is the base which the seat belt roller is attached to only rotates. It does not move forward and back. when i push the side lever the seat
moves but the base that the roller is on stays put. lever on the right tilts , on the left forward and back, lever bar rotation. I also found a small harness connection under the seat. not connected. Is it a seat belt warning buzzer? I must be missing something canr see a swivel being installed and not working. DUH
My 95 Dodge driver seat only swivels 135 degrees before it hits the bulkhead behind the seat. Very tight and the bulkhead prevents me from getting the seat far enough back to be really comfortable when driving. Swiveling the seat is a pain and we rarely do it.
