The sender is just a variable resistor. It gets a 12+ feed, and sends a variable voltage ground back to the cluster. An exposed/grounded wire will cause the gauge to peg-out, higher than you would see with just a full tank. If it is stuck at its normal "Full" position, it could be a stuck float.
I would start by disconnecting the fuel pump connector. If it stays stuck, start looking for worn/rubbed wires. If it drops, then the problem is at the tank (either mechanical or electrical) and it probably needs to be dropped anyways.
