I made some plugs using 1/8" ABS

Abs Plastic Black Sheet 1/8" x 8" x 12" Vacuum Forming

and punched holes out using something like this.

I was able to use a punch to force the plugs into the holes and cover them with Por-15. I don't think they ever leaked and you don't have to work about the holes unless they are not round.
