Penthouse Latch Damage?

Hi everyone,
2001 pop top is in very good shape. Previous owner repaired a large tear created when he forgot to check the J hook was pointed in the right direction. Ouch. Looks to be professionally repaired and no leaks👍🏽
However, that same J hook/latch now does not hang properly. This doesn't seem to be impacting function but would like to confirm this with you all.
Also, it makes lock down a tad more difficult. I am hesitant to unscrew the roof bolt myself to replace the chain. Anyone have done repairs on the mechanism themselves? Wait times to get into SMB for repair are loooong.
Also, what it the purpose of the interior rope running along the four penthouse walls?
