I asked the seller about this VCX Nano supporting Econolines. He answered in the affirmative for 2005 Up Vans.
I don't know if this dealer-level tool will work to change the VSS scaling but it might be worth a try. The dongle costs about $95 and the subscription is $49 for a day.
For my purposes on a 2000 E-350 I plan to try a Arduino clone with some frequency convertor code spliced into the VSS output of the ECM. I will be able to extend the wires with access under the hood and locate the Arduino in the cab. This would then only affect the Dash and the Cruise Control Servo.

Understanding Ford’s F-Series VSS Systems
On an AC, permanent magnet sensor, both AC voltage and frequency increase with the speed of the trigger wheel. The AC voltage should range from 0 volts at 0 MPH to 3.5 volts at 30 MPH.
Frequency should increase from 0 Hz at 0 MPH to about 125 Hz at 55 MPH.
125/55 = 2.272727 Hz/MPH
